Besides, I'd say Paganini pwns Bach in the technical department.

And listen up metallica fans, Metallica IS NOT THAT TECHNICAL... In this category it's not even close.

Dragonforce, even though I dispise them.
King Crimson, pretty much everyone who has ever been in the band is technical pwnage, except Boz Burrell, who only played on one Crimson album.

You forgot Cacophony and Jason Becker? They might sound like pure wankage, but they have great melody in the shred department and great technicality. (Speed Metal Symphony ftw)

Techicality isn't based on speed. I can play Dragonforce on the piano. It's a very basic chord progression simply played fast. I like Dragonforce but they are no where near a "technical" band

Speed is a part of technicality, though it's far from being very important.

Saying they are not technical at all is a bit much, you don't always have to play very complex chords/scales to be technical, as precision is just as important.
