theres a mayor race going on right now, plus last time i was there, they still had the signs up for them fancy new tall buildings downtown but no construction had been started

You are actually correct gotta make your own fun, i just hoop at parks. many parks in Davenport they just recently added an edition building to scott community college downtown, so there would be more youth downtown. it is what it is.
