It is absolutely a fine art! (all the fine detailing, the intricacies and the sheer amount of time involved in making something which, in addition to being visually pleasing, also needs to drape over the body in just the right way) Or at least it can be, anyway. Just look at the dresses in Guillermo del Toro's movies! Seamstresses have been woefully underappreciated throughout history. It'll never die off, because seamstresses and tailors will always be in demand. (Especially in film and theater) It's merely not a widespread/popular skill or pastime in America and certain places. But I don't think it's as uncommon as you think, especially in rural areas. And then there's an entire sea of Etsy seamstresses who do historical reproductions and the like.
