No it's not it depends which team commits the foul. It's a free kick to Shay Given. Henry would have had to have handballed it at the other end for it to be an Irish penalty.

Croatia catching an inexperienced England team on an off day is actually the biggest moment in their entire history

France have deserved this. Been the best team and didn't need extra time in their knockouts to win. Croatia after having an easy draw fluked it through three knockouts with extra time and penalties, had hoped we would see a decent performance from them today but it's been a poor showing and the most one sided final in 20 years. Painful to watch.
