It's not the volume that blows the speakers, it's the clipping and therefore distortion. You can run 100 watt speakers with a 600 watt amp and not blow the speakers, but play the same music into the same speakers with a 20 watt amp run at max, good chance your tweeters won't survive. Unless of course the 20 watt amp is very well designed and does not clip.
