Of course, they create music.
Some music games use technology to create music. Unless its very loud and unclear, that's what you call... NOISE.

What does the loudness at which you play the music have to do with anything? If I play Celine Dion at a soft volume it will annoy me just as much as if I listen to her at a loud volume.

To answer the question, yes. There are many obvious reasons that go could be brought up.

For one, someone who creates music is, in technical terms, a musician. Whether they're a good or bad musician is all based on opinion.

Another reason, electronica has been around for a while, just with a bunch of advancements throughout the years. So, as it is defined as it's own genre, someone who makes music in the genre is considered a musician in that specified genre.

That's all I really can come up with right now. If I had more reasons, i'd say them.

That's like saying if you don't like a particular food it's disgusting. Other people will disagree. You can't use subjective elements like personal tastes and opinions to define something esoteric for others.
