Need help identifying an instrument

This wind instrument that starts at 0:24 and plays for 2 seconds or so, the sound quality is a bit bad but here's the vid: youtube: koan selena's song blue mix

I've been looking for it for weeks now, someone told me it might be a japanese flute, but ive youtubed every japanese flute out there and I can't find anything that matches, I thought Shakuhachi sounded a bit like it but I don't think it's Shakuhachi.

appreciate any help, would be awesome if anyone knew!

I think its an effect , not sure tough =\

listened to it like 20 times , 98% its an effect
