It means you have them as a friend on your profile. At least I'm pretty sure it does, because for me, all the names that have the + sign are users that I've "friended"

You can add them to your ignore list, if you like. This means that you will know that they have posted, but what they have written will be hidden.
And correct me if I'm wrong, but I think that it will also prevent them sending PM's to you.

To put a user on ignore, click on "User CP", and then under "Settings and Options" click on "edit ignore list".
Type in the username into the box, and they will immediately leave your life forever, unable to communicate with you in any way.
