Yes, depending on who. Like Dirty has a lifetime ban (I think he still does anyways), but periodically sneaks back in.

And believe me, if you have 200 accounts named "ajhdajdshad" and their IPs are all from Singapore... you don't need to do too much more sleuthing than that.

Would posters who have been permabanned be allowed back on a new account then? I'm just wondering on what does it depend and how that is enforced.

If they have been permabanned for breaking rules they won't be allowed back under any account.
