Have you checked out Nick Drake at all? Similar vein to Buckley's folky stuff. Pink Moon is probably my favourite of his albums.

Also check out Townes van Zandt. His album Our Mother the Mountain is pretty folky.

Check out Alan Sorrrenti.
While he later moved to pop, his early albums are pretty out there and his singing and voice have a lot in common with Tim Buckley. The album 'Aria' might be a good start.

Another roughly comparable singer might be Claudio Milano (Nichelodeon/InSonar etc.)
