By whoever wrote the report. You only use that kind of phrasing when you're trying to point fingers. Mostly black? Maybe there were seventy percent black. Mostly Asian? Mostly Autumn? (Proghead joke nobody gets) - I just think why did they need to point out the ethnicity of the perps? Why was that important? It sends a subtle signal to readers: those dirty Asians! I knew it would be them. Subtle, and very dangerous. In my opinion.
It's important because there is something unique about plying vulnerable underage girls with alcohol and drugs and passing them round groups within the community for everyone to abuse. It's a unique crime that is a problem within Pakistani Muslim communities. There is absolutely no point in fucking about.

Their origin is important because it's the second (or third?) case where hundreds of girls were forced into prostitution and abused by a group of (if I remember correctly mostly) Pakistani men and the police didn't intervene as they should because they were afraid of being accused of racism.
As for the 'asian', I suppose it's being used here to avoid fueling anti-muslim sentiments, so basically the opposite of what you assume.
