It was apparently some sort of "instant bridge" that was installed in just a few hours. Seems like someone didn't quite go through all the details like you would when planning the construction of a traditional bridge. Seems crazy to risk it if it was a sort of experimental technology. I wonder how many of these have been installed before, if any. In any case, seems like tragedy resulting from hurried decision making.

Terrible no matter what the case.
