Im curious how someone in your field determines if a publication is scholarly. In science we can be critical of how studies are conducted and peer review/consistent reaults helps determine credability. In politics and to a lesser extent economics it just seems to be an appeal to the authority of the author since its mostly opinion based.

Yeah, Bill Clinton did some things that made Reagan look like Bernie Sanders. He had a knack of going with popular sentiment just to get re-elected (I think I noted somewhere that I am not a Populist, left or right). Still, sometimes (well, sadly, most of the time) you have to vote for the lesser of the two evils. Believe me, I was holding my nose in the General Election when I voted for Hillary.
