Yeah, it's possible prosecutors could take the excessive force angle and endangering the occupants of the vehicles. That might work. But the defense could also argue that if the police allowed Blake to enter his vehicle, he may have tried to escape in his car. With the kids present in the car, that would obviously present a danger to the kids and it would have presented a danger to others on the road.
I'm no lawyer or legal scholar, just spitballing here.
