Because they have to echo the attitudes of their voting base. I get the whole less government thing (well, except for interstate highways and other convenient things they provide), but stuff like vaginal probes and anti-women's rights, bowing to the NRA, wanting God to intervene in policy, the homophobia, and letting the rich and corporations keep getting richer at the expense of the middle class and the environment....

Dunno, seems to me like articles about those 'new teen drug crazes' tabloids love reporting on.
One ******* does it, a few dozen talk about it ironically in social media and suddenly it's widespread and news.
