I think the problem might be that he's driving cars into crowds, not that his parents were brown. Since they didn't specify that he's an immigrant, it's very probable that he's not.

Don't you think that someone without ties to ISIS could possibly do something like this because of, say, the amount of reporting that it immediately receives?

Um, yeah, like the guy that drove a car into anti-white supremacist protesters in Charlottesville. Somehow I don't think that twit belonged to ISIS,
