thats a cop out.

you could easily just say no, i don't think welfare removes any incentive for poor people to try harder to make more money because......

i don't know the termonology, i could easily look it up and **** but nah. i can guess. chronically poor is probably like homeless people and houses where people starve/live very malnourished lives?
