It's more about the moral and ethical issues associated with circumcision rather than how an individual man feels about himself being cut/uncut.

I wouldn't be surprised though if such acts went unreported not just in Uganda, but also in other nearby states such as Sudan, Somalia, Congo and Chad where law and order is pretty much non-existent.
