It is a great movie. Realistically implanting that in our police force? It could happen I guess, but it'd take several years.

I'm not sure where you got that. I don't think he said that; he's just responding to the question as to why the murder of a police officer is prosecuted more diligently and carries higher penalties (ie death) than "ordinary" murders.

So in every picture I see of the shooter he looks a little "off". Everyone that's being interviewed who knew him from school, etc. is saying he was a little "off".
And he's been spouting hate rhetoric for quite some time.

Yet Dad buys him a .45 handgun for his birthday recently.
