Since we have already established that part of the role of the US government is to provide welfare to it's people, it doesn't matter if you disagree that it should. It does and unless the constitution changes it will continue to be part of its role as our authority. So moving forward:

I don't think any armed toddlers ever killed 3,000 people in a day and destroyed two of the world's tallest buildings.

The data sets vary, but all other variables nonwithstanding...up to and over 90% of terrorism committed worldwide was attributed to one or multiple radical Islamic organizations or those claiming to be affiliated to one. The fact we've had as few domestic problems with them as other countries makes the U.S. rather fortunate.
