Actually the second bit is about an Arabic-reading imam who wouldn't want to translate the Quran to English for a student because it's forbidden.

Why do people just debate about terrorism in this thread? There's also forced marriages, honour killings, discrimination and violence against Christians, Jews and apostates, parallel societies...

Nationalism/xenophobia and racism are twins. This instance seems pretty pointed at Arabs so ja I'm gonna go with racist as my final answer.
