As far as I know, fluoride is only harmful in concentrations so high you will only ever reach those level if you live in an industrially fluoride contaminated environment.

I know various places in Africa have problems with too high levels in ground water, which can potentially cause some side effects like brittle bones or something. Long time since I read about it, so you should Google the details for yourself.

It builds up in the body until it leads to a toxic amount. You also have the incremental damage that it does to the brain.
