I actually do not think the constitution was written to make it so ONLY congress could punish the president. I think impeachment is about punishing things that aren’t necessarily against the law but unsuitable for the office. Straight breaking the law is no different for the president than the homeless dude outside my apartment. The underlings that were arrested shouldn’t be anymore vulnerable than the president and it’s tradition not the language of the constitution that shielded Trump. Actually, every DC and federal law enforcement officer in America is duty bound by their sworn allegiance to the constitution to arrest Trump.
