They are fundamentally changed in terms of the govt
The Iraqi govt today is mostly shia and in the pocket of Iran
In Saddam's day the Baath party favored the Sunni population and repressed the Shiites and Kurds.
After we overthrew that regime we banned the Baath party and thus excluded the entire existing govt apparatus from participating in the new Iraqi govt.
We thereby alienated the Sunni population of Iraq, leading to the insurgency which then lead to Al Qaeda in Iraq which then lead to ISIS.
All the while Iran was working on gaining loyalty from the shia govt and population in Iraq. Which they've been largely successful at, thanks at least in part the late great general Soleimani.
