I fail to see the correlation here. Donald Trump has shown repeatedly that he is incapable of healing middle eastern tensions, in fact he's made things worse. Kanye hasn't really had the chance to prove whether he is capable of healing racial tensions. The national stage of running (or in his case, "walking") for president could be that proving ground.
Kanye has a unique position that would allow him to speak to racial tensions much more effectively than Biden or Trump could dream to. Growing up of little means in the diverse city of Chicago, I think Kanye is more aware of racial issues (specifically, from a black perspective) than anyone currently in the higher echelons of American government.
No one is saying that with Kanye running or with Kanye as president, racial tensions will magically go away. But I do think he's better positioned than Biden or Trump to begin the process of healing those tensions.
If some people's fears of Kanye running are true (that him running would siphon off Biden's voter base and would result in the re-election of Trump), then oddly enough, the only person who has a vote this year will be Kanye.

He's already said prior to this that he would run in 2024. Don't know what his July 4th announcement achieves that his previous proclamations haven't.
