From what I remember teasing this was actually am issue of contention in socialist parties in earlier days. Socialist parties in Europe that existed in more liberal and less repressive regimes were much more likely to want to work within the system and thus less radical. Ones that lived in more repressive regimes were more radical and unwilling to even entertain the idea of working with the government and more bent on revolution.
I think that's part of why the revolution never came in Western industrialized countries, only repressive backwaters like Russia, China etc. Despite the fact that Marx predicted it starting in countries more like France, Germany and England.
