I second FL Studio.
Pretty user-friendly and good for starters.
It's best to sit down with someone who already uses it and to let this person explain the basics to you, at least that's what I did. Never watched any tutorials since then, don't like those and prefer exploring on my own.
But I mostly produce genreless, lo-fi stuff, so it depends on what you are trying to do.
There are also tons of synth and effect plug-ins for FL Studio, as for most of those programs I imagine, a lot of them for free.
