How would one go about making a new genre?

Was that a serious post? Everybody speaks with an accent of one form or another. Admittedly, people sometimes tell me "you don't have much of an accent" and I think "try telling that to the locals when I go to Newcastle".

I think that in order to create a new genre you would have to blend enough of the old and add enough of a twist for people to be confused---Confusion leads to the need to label--thus you'll have a new genre.

elements of punk rock such as the buzzsaw guitars, fast bass-snare-bass-bass-snare drum beats, the snappy tone of the bass. it blends well with ska. if it has the prefix or suffix punk, then its going to have some of the above elements in it, not just a band that doesnt have technical skill. and punk FASHION is about having spikey hair peircings etc, you dont' have to look like a punk to be into punk music in my opinion.
