Also, and, unfortunately, it's something that remains relevant to this day, but the economics of the urban black community was something of a mess. Gaye was alluding to the feeling of hopelessness in songs like the title track and Inner City Blues. It's what makes What's Going On his most praised work.

I have to admit though, it would be Stevie Wonder's Living In the City where that message was really sent home. Probably one of the most powerful statements about black despair ever.
