No, there are people out there who's main preoccupation with reggae music is that it compliments their weed smoking lifestyle. They annoy the **** outta' me as well, but conversely marijuana plays a significant role in the Rastafarian ethos that reggae is built on.
It stands to reason that if the demographic you're talking about is a bunch of heads commenting on a Bob Marley video on Youtube, you're going to run into this mentality more frequently than in real life. It might be a strong indictment of who your friends are, as well.

Since when has being high ever decreased your enjoyment of music.
It increases it.

Also, the majority of people who are commenting on youtube videos are generally not the brightest bunch.

The only drugs I will do at this point in my life are psychedelics or marijuana. A lot of people I encounter at shows for the sort of music I listen to as of late are prone to attempt to sell me ecstasy, molly (pure MDMA), sass, PCP, narcotics, or cocaine, but that's not my thing at all. I prefer being chilled out with the pleasant pot high or the intensity offered from a psychedelic experience.

I also don't like psychedelics at shows that much, really. A lot of people swear by it, though. I prefer psychedelics in comfortable, controlled conditions to give me fresh perspective on any number of things.

i've recently gotten into narcotics, must say i love it...

although a tip for those who like their alcohol...
never never NEVER drink orange juice and mint schnapps within a few hrs of each other. it tastes absolutely terrible coming back up. worst thing i've ever tasted, swear to god, and i've eaten/drank some pretty disgusting stuff.

I took a good 18 month hiatus from OJ when I was about 19. Vodka OJ was all we drank underage.
