I don't think dick length is the problem here. Unless your d*ck is like 7 inches in girth, boxers should have no problem letting your 28 inch d*ck, apparently, accommodate that. Pants, on the other hand, might have an issue with a 28 inch d*ck, seeing as how I don't know of any pants crotches that extend that low if you're not a thug.
I do know of pants that are too tight, and those are the ones that cause adjustment issues, which is one of the reasons I don't wear them, along with general comfort considerations.
If you're walking around with a normal, flaccid penis, a few inches given or taken shouldn't be such an issue provided you're not wearing restrictive clothing or getting all bunched up while sitting.

I don't think the argument based on assumption of someone's d*ck size is any more valid than an assumption that possibly wearing less restrictive clothing could be the real issue. I don't wear pants that are too tight, nor do I wear restrictive clothing at all. As I've said, I wear boxers, and any sort of khaki shorts/pants and jeans bother me, whether baggy or not. I think that size really is the issue. The crotches in any given pair of jeans does not hang that low from waist, anyone of even average size will run into problems every now and then. This is not some boasting contest, it's just the fact that Fred Hale is ignorant and clueless and can't imagine what it might be like to have average sized genitalia.

I know, and I've worn pants with high crotches and it's not conducive to a comfortable package, and short of me going into detail about efficient d*ck positioning, I will say that not all pants are built the same. If you happen to have a pair that's uncomfortable, would it be feasible to let them ride lower than you normally do?

I'm not sure if you wear your pants over your belly button or anything, but I have plenty crotch space in my pants simply by them resting low enough to accommodate. I could fit a litter of kittens in there on a good day. I know a roomy crotch area isn't probably a product of style now days like it was in the '90s, but it's functional.
