No because drink driving makes sense. You don't have to be drunk to commit an offence. You only have to be over the limit.

So you can get arrested while drink but you don't necessary have to be drunk?

Pretty sure the skim milk thing comes from saving label space.

That doesn't make sense either.

You're arrested for drinking enough to be over the limit while in control of a vehicle not for being drunk.
