Fire. I can't stress the value of fire when it comes to anything Frosty or Trolly enough. Failing that, followers help. Is the one on the way to High Hrothgar the one giving you trouble? You should have Lydia if you're heading there, so I'd just enlist her help.

Haha I've used fire but to no avail, Lydia is with me to no avail and yes its the one on the way to High Hrothgar, in the end I had to go around him on the cliff edge to avoid him, easily the toughest I've faced so far but I'm still just on level 7 as well.

Have you learned a conjuration spell yet? Conjuring a fire atronach is a great way of distracting enemies while you bring them down with your destruction spells. *This advice is obviously for someone who's big on magic*

If you're a warrior, I'm not as familiar with how you'd approach it.

Yer I'm a warrior and yer I'm pretty short of potent magic. The nearest I actually got to killing him was actually with arrows from a distance, but in the end he just ran off and recuperated most of his health again.
