Virtually every synthpop album in the 80s ripped that album off at some point.

Of course it's a pop album.

Are we counting pop as a general sound or as an idea for making music? Pop to me is anything that is purposefully catchy so it will be readily accepted by radio/mainstream audiences. Using that, I'd say Low is not a pop album. It was completely experimental. Just because people ripped it off to make pop music doesn't mean the music itself is pop.
