I think Brian Baker has (mostly) always been 'brilliant' on the guitar.

D.Boon from Minutemen. Not your typical punk guitarist or punk band for that matter, but my favourite by a long way. Although they could be argued for and against being punk, Steve Albini from Shellac is unique and the tone he gets is stellar.

Anyone know who the guitarist for the Zero Boys was back in 1982? Having trouble finding out but the guitar work was great on Vicious Circle.

Joe Spleen of the Gits. His playing had real punch, but managed to be totally danceable at the same time.
Walter Shriefels of Gorilla Biscuits. Not just brilliant playing, but he knew how to write amazing punk songs using a real genius pop style. The spiritual follow-up to another famous New York punk group w/ a pop sensibility.

Not really straight forward Punk rock, but Deniz Tek from Radio Birdman is amazing. One of my favorite guitar players.

Can't believe I am the first to bring up:

Michael "Olga" Algar of The Toy Dolls.

Been watching this video a fair bit:

"Dig That Groove Baby" is a great album, need to dive deeper into their stuff.
