Short-lived, but what about Eric B. & Rakim? Paid In Full, Follow The Leader, Let The Rhythm Hit 'Em and Don't Sweat The Technique is a good four if you only have four.

EL-P is the obvious answer because it's the correct one. Death Grips, Kanye, Aesop and DOOM probably make up the rest of my Top 5.

Does Public Enemy count as Hip Hop? They were relatively short lived but you can't argue the quality.

They've been going for over thirty years and released an album this year?

Group wise then The Roots are up there, only one or two bad records for me. Outkast #1 though.

I like the Roots too. They probably would be second to Public Enemy for me. Also like Arrested Development and the Disposable Heroes of Hiphopcrisy though neither were around for very long.

Arrested Development are still around and have quite few albums. I like them a lot as well. Zingalamaduni is one of the great underrated hip hop albums of the 90s imo.
