Metal needs power of all sorts. In terms of anger, it doesn't necessarily need it. Power metal isn't based around anger. But it does need guitars though.

Personally, I think other genres should also be angry. Not all metal needs to be angry perhaps alittle more angsty than angry. Punk needs to have anger towards whatever, that's the main aspect of punk. Metal, especially Glam doesn't have to be angry.
