Aren't the top two going to go into a final poll showdown? In that case, I would see all the Frank Zappa fans and KC fans combining in one option (presumably one of the two) to annihilate Bowie. Dunno what you meant by Hendrix comes second, he's losing...

The last rounds were the semi finals, making this the final. Which it isn't purely because none of the prog acts got through. Bowie and Hendrix won their respective groups.

Yes but notice how badly Hendrix is doing now, this is all to get a fair representation, which can only be done by pitting all four against each other, and then the two best of them against each other. It's a more civilized, less american version of voting.

ie: Preferential voting - Wikipedia, the free encyclopedia

Since the polls don't really let you have a second choice this is the best system for it.
