Yeah, I figured they were but it still seems a bit odd to me that the majority of them are from Colombia in particular. Just gives the whole thing a drug cartel hit type of vibe to me. Could be to avoid accidentally hiring a Haitian secret agent or someone who might upend the plot for whatever localized reason that an outsider wouldn't care about as much.
