I dunno about the US or other countries, but here in Ireland prison is a ****ing joke. Sky TV, computers, regular visits, good meals, the whole bit. Why would you not want to go back when you get out? If they made (and I realise this is a controversial opinion, but **** it) jail a tougher, less bearable experience maybe people would be less eager to risk going back to it? It's hardly a deterrent as it is. Plus you have the gangs running things anyway so it must be hard to try to go straight after you get out.

Prison as a deterrent doesn't really work though. I think it is Norway or Finland that has excellent rehabilitation programs and their rate of prisoners returning is extremely low.
