Arguably, yes. There are no good and bad people if free will doesn't exist, right? And blame wouldn't exist either.
I'm not arguing that ALL actions are cell based, environmental learning definitely comes into play, you know where we condition our youngin's that guns are bad and to look both ways before crossing the street. Part of our amazing ability to pick up knowledge.
