As far his level of depravity goes, then yeah, Fish wins hands down. But Bundy was a far more calculating individual in control of his sanity. One of the only serial killers I'm aware of to successfully cop an insanity plea. Supposedly he was a model patient at his mental hospital, so it's kind of hard to gauge whether he was an actual sociopath or just an uber-schizophrenic or something.

John Wayne Gacy was a model convict as well - he even made paintings for people and sent them (and letters) all over the world. Shit's fucked up.
