Band on the Run is the best Pop-rock album of all time.

Paul McCartney was not a rocker. He was 100% sugar pop all the way. If not for Lennon the Beatles would have been nothing but a soft pop singles band.

Even in Band on the Run he adds that totally sappy pop interlude.

Silly little love songs indeed. One of the greatest musos ever? Of course. But the dude specialized in sap.

Unpopular opinion: None of The Beatless are even in the top fifty musicians list.

That said, you're right that the vast majority of his stuff is sappy and terrible.

Paul is a top multi-instrumentalist so I'd certainly make a case for him.
John, less so, but he was a better song-writer than Paul to my mind, so they strike a balance.
