Surely the intent is all that matters. I'm sure we can all agree that sound is a given. If I create sound with the intent of it being music, then music it is, regardless of how musical it may be. Similarly, if I speak with the intent of being comical, then comedy it is, regardless of how funny it may be.

he was talking about deaf people hearing vibrations in place of music.

I've heard some "music" with noises like that. I think its called workbenchcore.
