Does any one with experience in tattoos know how to go about getting one?

Forgive the shottyness of the image, but I want something along the lines of this on my left wrist. I'm not going to go into story mode, but this came to me right before something really important happened, and it's significance lies in coincidental meaning.

What?! I'm not sure if I don't understand your question...

Go into a shop with this and say "I want this on my wrist pls".

Yeah but i think it's a good idea to research tattoo shops for overall customer satisfaction and most importantly for their hygienic practices. There are sketchy places out there but there are way more reputable places too. Find some shops and check out their websites since artists usually have portfolios of their work.

So after every time I eat spicy foods I start coughing like I have pneumonia and then a LARGE wad of clear phlegm comes out into my napkin. No, I am NOT a smoker.
This has been going on for a couple years now (maybe 3). What is wrong, you think?

I would say acid reflux, but I've never heard of anyone with acid reflux coughing up phlegmy stuff. I'd ask a doctor.

I don't know about spicy foods causing phlegm, generally it causes your mouth to water. Sometimes the extra saliva goes down the wrong pipe and you start to cough, the coughing clears the phlegm you already have - maybe you have post-nasal drip. Take your time eating maybe drink water while eating. Milk is also good to drink because it counters the pungency of spicy food.

It honestly doesn't matter about the shop, but it is always important to check their hygienic practice. However, I have gotten a few tattoos from a tattoo place in our local mall. It all really depends on the artist. You could be going to a place in the ghetto, but the artist could be a truly skilled one. Granted, it is always good to try to find the nicer looking places, but don't knock a badly looking place just by the way it looks from the outside, because you never know.
