Use the influx of tax money for infrastructure, healthcare and education. Choke out the cartels.

Edit: Out of curiosity Mindy, what 'more strict alcohol laws' did you have in mind - and why?

**** anti-homeless laws. I should be able to shotgun a beer on the steps of Congress. If Reginald Fartknocker III doesn't want homeless people smoking crack in front of his establishment then he can fork over some tax money to get them some housing.
