Oh - well I PM'd Janszoon, but I think...

Is the dude an amputee who has to push the button with his nose and can't reach higher than the third floor?

I've not been on an elevator in eons, (Claustrophobia'll do that) so I can't remember where the buttons are, but that's what immediately sprang to mind.

You're right, essentially. I had to get him to PM me the answer too. I think he just said the guy is too short though, not an amputee, but well done for figuring it out!

I really did try: I had all sorts of theories, including that he worked in the building on one of the other floors, or that he even worked as a lift (elevator) attendant, but nothing was ringing true. I'm glad someone got it. Congrats!

Close enough that I'll give it to you. He's a midget who can't reach past the third floor button.

Ah, I had forgotten but I've heard that clue before too. It's because he's able to push the buttons with his umbrella.
