HA! That's an interesting question.
To be fair to him , he's put in loads of his own time & money into looking for them & if it wasn't for him going to the BBC in 1977 and asking about what was going on with those old episodes there would be a lot less ones existing now than there are. But... He uses this fact to fuel his own ego , countless number of times when someone disagrees with him on Doctor Who forums he'll start chanting his 'I was the show's continuity advisor in the 80s , I've done more to find missing episodes than anyone , blah blah blah'. I respect what he's done but the guy is a complete ****. The whole story about him hoarding episodes comes from the 80s when a missing William Hartnell episode was returned from a TV station in Nigeria when the print arrived they found out that it was in poor condition , Levine contacted the BBC and said that he had a better copy. Levine maintains that the BBC already knew he was in possession of it and that he was there as back up in case the print was unusable , but a lot of fans think there was something else going on.
