There's a difference. The Wolves In Sheepskin wouldn't have the same kind of impact as just Wolves in Sheepskin. The Ramones just became part of the common dialogue, but they're just Ramones on the album cover.

Are we supposed to say "the Wolves in Sheepskin"? But I just see no reason why the Ramones wouldn't call themselves The Ramones. Do they just not like the "t" to be capitalized?

It was an example of why "The" isn't always appropriate. You should go ask the Ramones about their reasoning.
