What Song am I thinking of?

The instrumental introduction to the song (there are no vocals during this part; just like the original song)

It starts with a kind of '90s sounding jingle or beat that plays in C-major, and hits only 3 notes from high to low.

It might be a late '90s or early 2000's song, and all I can remember is the instrumental beginning to the song. If I remember correctly, it has a rap/hip-hop like section and a female voice coming in with, "I will, yeah I will" or "come here, come come here" (I know that these lyrics are inaccurate, because they turn up nothing on lyric sites).

The timeline of this song could very well be wrong, it could even be early '90s or mid-2000's. Any help is greatly appreciated!

It has a very summer-like sound to it and would go well with songs like "Steal My Sunshine" by Len; "How Bizarre" by OMC among other late '90s bands from that time (Sugar Ray, Fastball, etc.)

This is kind of a stretch, but could it be "In The Meantime" by Spacehog?

By the way, I am a huge Len, OMC, and Sugar Ray fan. I hope you find what you're looking for.

You have the right idea with the song I'm thinking of starting out with an instrumental synth-like intro. Thanks for this song, not quite the one I was looking for, but it's easily making it onto my rock playlist. Cheers!
